My suggestion:
Make sure you check the weather forecast before you leave. If it rains heavily, the blue of the water changes.
Summary:

Hiking in the Tenorio Volcano National Park is a real pleasure. Discovering the Rio Celeste flowing through the heart of intense vegetation is a spectacular sight during your trip Costa Rica ; Despite the rain, I don't regret going to see this extraordinary sight.

Steep steps lead to the amazing Rio Celeste waterfall which is 20 meters high. Then the Azul lake completely confounds your expectations. The water has sublime almost unreal shades of blue. According to legend, God washed his paintbrush in the lake after he had painted the sky blue. Scientists - for whom this poetic solution doesn't hold water - say that it's more to do with sulphur...

A wonderful national park with enchanting scenery, a river and a turquoise waterfall, all to be seen and experienced along a beautiful walk.

My suggestion:
The only way to reach the entrance to Tenorio Volcano National Park is by 4x4: the road is in very bad condition in places.

Despite the rainy weather, the mud everywhere and the fact that the mist completely obscured the views of the Tenorio Volcano, the scenery and landscapes I encountered during my visit to Tenorio Volcano National Park count among the most beautiful and astonishing I had the chance to explore during my stay in Costa Rica. The reason: the spectacular waters of the Rio Celeste. 

To see them, head along the well-signposted hiking trail that begins at the park's car park. You'll come to several viewing points from where you'll be able to admire the river's azure blue waters at closer range as you follow the walk through the forest. You'll also get to see the Celester River waterfall, with its turquoise water falling into an enchanting, fairytale pool; this is the Pozo Azul and the incredible Los Teñidores (The Dyers), the point where two small rivers meet, creating a superb gradation of colors. It's absolutely wonderful. Allow around three hours for the round trip if you want to walk the whole trail.
