My suggestion
Move on! If you still end up here and you don't want to stay at Puno either, escape as quickly as you can and go to the very pretty village of Llanchon, two hours away by bus.

My suggestion
Don't stay over in Juliaca: head instead for Puno, or go to Copacabana, just over the border in Bolivia. With only a few tourist attractions to offer, this is not a particularly interesting city to visit.
