A rocky promontory located on the Guajira Peninsula in northeast Colombia.

My suggestion:
Make sure you check the weather before you go: Cabo de la Vela is famous throughout Latin America for its windstorms.
Summary:

Getting to Cabo de la Vela ("Cape of Sails") is an adventure in itself! However, you soon forget the many hours spent on the road when you see how breathtakingly beautiful the place is. A remote, wild and deserted headland, time seems to be of no importance here, and everyday concerns and worries simply fade away.

Due to its geographical location and its frequent and sometimes violent winds, Cabo de la Vela is also a prime kitesurfing spot famous throughout the whole of Latin America.

I slept in a hammock by the sea here, and I can still recall that night spent under a star-filled sky at Cabo de la Vela, with just the sound of the waves to break the silence: one of the most memorable experiences you can have when visiting Colombia!
